Based on the objective messages, this level is meant as the first level of a campaign. And the difficulty and tutorial messages assume this is the first dungeon keeper level you ever play. You get gems, a prison and face many lvl1 heroes so can get a huge skeleton army. But I tried it, you do not need a single skeleton to win. My 2 mistresses where enough to solo every room except for the hero heart room where I dropped in my 5 lvl10 dragons too.
It saw some effort this map, but no balance. The only tunneler party that attacked me had 7 lvl1 dwarves, and by that time my mistresses already had lightning. Waste of time to play.
