I have no idea why, but claiming the bridge doesn't make you able to build it. It works with the other rooms but not this one. In the script, it should work but it doesn't which makes this map impossible to finish (or maybe by heavily rushing blue?).
I uploaded a fix. Version 3.1.0 should work.
What was the issue? As far as I know it should have worked. I see you've fixed the syntax of the script but it didn't seem to matter for the other rooms such as library or prison.
I did not check if the others worked or not like you said, but the log complained about all of them.
